Community Service Council becomes Primary Agency for Mass
Care
The Ohio Community Service Council (OCSC) recently accepted
the Ohio Emergency Management Agency’s invitation to become
the primary agency for Emergency Support Function (ESF)
#6 – Mass Care. As primary agency, OCSC will monitor and
report on mass care activities throughout response and
recovery. ESF-6 addresses, coordinates and reports on
emergency mass care activities of state-level organizations
responsible for sheltering, feeding, counseling, providing
first aid, and related social services and welfare activities
required to assist the victims of an emergency. The primary
and support organizations of ESF-6 work as a team in the
State of Ohio Emergency Operations Center (State EOC)
and at the site of a disaster to address the emergency
mass care needs of Ohio citizens.

Richard Kinsley Appointed to serve as
Vice Chair of OCSC 
Governor appointee Richard Kinsley was appointed
to serve a two year term as Vice Chair of the Ohio Community
Service Council - representing the Ohio Board of Regents.
He was first appointed to the OCSC Board
in 1998 by Governor George Voinovich. “Richard brings
a consistent wealth of skills, attributes and proven leadership
to his new role,” said Kitty Burcsu, OCSC Executive Director.
Since 1997, Mr. Kinsley has been the Executive
Director of the Ohio Campus Compact, a statewide membership
organization of Ohio colleges and universities that serve
to promote civic learning/engagement in higher education.
Mr. Kinsley resides in Granville with his
wife, Jennifer. He volunteers at his church, the local
Granville Recreation Commission, and teaches a community
Tai Chi course at Denison University.

DATES:
Council meetings are held from 10:00 a.m.- 3:00 p.m. at
51 N. High Street - Suite 800. All meetings are open to
the public.

VOLUNTEER
License Plate Update 
The Ohio Community Service Council is coordinating
an EXCITING effort to create an Ohio “VOLUNTEER” License
Plate to recognize and generate funds for volunteer activities
throughout the state! State Representative/Legislative
Sponsor Larry Flowers is now “carrying the ball” through
the required legislative process.
Thanks to over 1,000 interested volunteer supporters,
the new plate is closer to becoming a reality. Before
the project could even be introduced in the State Legislature,
1,000 signatures had to be obtained from volunteer supporters-
that has now been achieved – thanks to you!

On March 18, 10 AmeriCorps members
from
McArthur Ohio left for St. Bernard
Parish, a suburb of New Orleans, to work for 10
days at an Emergency
Community's site. At this site we helped provide
free organic meals for
the 1,300 people who rely on this “Love Cafe”
for food every day.
In St. Bernard Parish, not a house was spared
from 10 to 15 feet of water.
There is still no electricity or grocery stores.
Debris from houses covered sidewalks like a war
zone. In addition, the soil is saturated with
1 million gallons of oil that was spilled during
Hurricane Katrina.

The Ohio Community Service Council
(OCSC), recognized three outstanding volunteers at the
annual Forging New Links, statewide volunteer conference
in March.
The Council initiated a new recognition program,
the STAR Award, to be presented annually to individuals
or organizations whose efforts have made a lasting
impact on volunteerism and service in the State of
Ohio.
”There are many outstanding awards programs that
honor the tremendous service and impact of volunteers
in their local communities," said Alan Penn,
OCSC Chair. “The OCSC STAR Award is unique because
it recognizes those whose efforts have strengthened,
supported, or expanded volunteerism and service statewide.”

Ohio
Citizen Corps |
| A
major step forward for Ohio Citizen Corps and its volunteers
occurred on January 9th when Governor Taft signed Senate
Bill 9 into law. Senate Bill 9 contains language directly
pertaining to the Ohio Citizen Corps.
The highlight of the legislation provides exemption
from liability for "registered volunteers"
in declared disasters, drills and trainings. Rules are
currently being drafted to define a "registered
volunteer," but it will be required that all "registered
volunteers" must be signed-up on the Ohio Citizen
Corps Database.
Another highlight of the legislation changes the Ohio
Citizen Corps Database from a public record to a security
record, which is NOT subject to public disclosure.
Upon completion of the rules, a formal release will
be posted on the ServeOhio Web site. |

Reserve Corps |
New MRC units are forming faster than
we can type. Welcome to our nine newest units in Auglaize,
Coshocton, Cuyahoga, Franklin, Fulton, Jefferson,
Lawrence, Madison and Williams Counties. With the
addition of Franklin and Cuyahoga Counties, all of
Ohio's major metropolitan areas are covered. OMRC
now serves 36 counties with more than 4,000 healthcare
professionals. Look for even more expansion in the
near future as several counties have applied for official
status.

Taft Reappointed to President's Council
On February 14, President Bush
officially welcomed new members of the President’s
Council on Service and Civic Participation to
the White House. During the Roosevelt Room meeting,
the President talked
|
about his vision of a culture of service and compassion
in America, and he challenged Council members to be “ambassadors”
for volunteer service. Administered by the Corporation
for National and Community Service, the President's Council
on Service and Civic Participation brings together leaders
from the worlds of business, entertainment, sports, education,
government, nonprofits, and the media.

Outstanding
Senior Citizen Volunteer
Scioto County RSVP Volunteer Hazel Andronis
was named the "2006 Outstanding Senior Citizen"
during Senior Day, May 16th in Portsmouth. Ms. Andronis
has been an active volunteer since 1996 and has volunteered
at 16 different non-profit organizations and healthcare
facilities."I just love helping people," Ms.
Andronis said, "I can't stand to sit still."
Ms. Andronis is a kind, good-hearted indivdual who always
puts the needs of those around her first.

Sutton
Foster Grandparent Program
Volunteer Highlight
Helen Sutton is a Foster Grandparent volunteer at Trimble
Elementary School in rural Athens County. She has been
a volunteer for eight years in the program sponsored
by The Corporation for Ohio Appalachian Development.
She works with five children in the classroom one-on-one
in reading enrichment activities. Having been introduced
to the program by her doctor after her husband’s death,
Sutton can’t imagine doing anything else.
Thank you Helen for your outstanding service to others.
